Title: Public Administrative Reforms with Regards to the Changes of the Role of State

Abstract: The article examines public-administration reforms as mechanisms through which responsibilities are redistributed among the state, the market, civil society, local authorities, and international institutions. It develops a model for analysing how administrative systems adapt to economic, social, technological, and environmental challenges.
